Mountlake Terrace City Council approves Atworth Commons project, Subdivision Code Ordinance and Tour de Terrace agreement

City-of-MLT-logoThe Mountlake Terrace City Council was busy at Monday’s meeting.

The Council took unanimous action on the Atworth Commons PUD (Planned Unit Development)/Preliminary Plat, the Subdivision Regulation Code and an agreement with the organizers of Tour de Terrace.

The Atworth Commons PUD/Preliminary Plat was approved. City staff had recommended that before the Council gave its approval that the boundary line adjustment document to segregate the Atworth Commons site from the former City Church site be recorded. The boundary line adjustment was recorded on Feb. 24.

The proposal is to subdivide a 4.35-acre parcel into 31 single-family lots for a Planned Unit Development  to allow reduction in lot sizes below the minimum of 8,400 square feet. This proposed project is located on the former City Church site between 216th and 218thStreets S. W. and between 56th and 58th Avenues W.

The Council also approved an update to the Subdivision Regulations Code to make it consistent with state law.

The Subdivision Code update was needed to deal with changes in state subdivision laws and developments in case law since the code was last updated in 1987. Changes in these laws affect the decision-making process including extended time frames for the filing of final plats.

The Council adopted a 9-lot short plat alternative with amendments made following earlier public testimony.

“The new code will ensure a more streamlined and efficient review process while better protecting the interests of Mountlake Terrace residents,” said Community and Economic Development Director Steve Osguthorpe.  “It does this by ensuring that the built project reflects what is reviewed and commented on by the public, and what is ultimately approved by the City Council. The new code has been thoroughly vetted through legal review, staff review, planning commission workshops, and public outreach processes and will provide needed guidance to subdivision and development proposal within the City.  City staff is confident that it will be a model code for other communities to also consider.”

Finally, the Council approved an updated agreement between the City and the Tour de Terrace organization, coordinating committee and sponsor of the 2015 Tour de Terrace Community Festival. Minor changes were made to update the lodging tax allocation, event dates, and current Parks, Police Guild and Public Works hourly rates. The recreation and park rental rates remain the same.
