The Mountlake Terrace City Council will hold a public hearing before considering adoption of a proposed Transfer of Development Rights (TDR) Program Ordinance as part of its regular council meeting on Monday, Dec. 3. The meeting begins at 7 p.m. at the Mountlake Terrace Interim City Hall, 6100-219th St. S,W,, Suite 220.
“Transfer of development rights” is when a property owner from a county-designated “sending area,” such as a farm or an open space in Snohomish County, allows its development rights to be transferred to a suitable urban area. The transfer allows preservation of farms and other “sending areas” while prioritizing development opportunities in urban areas under local regulations.
City officials want to utilize a transfer of development rights program to give more options to developers coming into the city. With a TDR, special regulations could go into effect for new development in the city concerning minimum environmental/energy codes, height restrictions or buffer zones.
On Dec. 17, the City Council will consider adopting a resolution for interlocal terms and conditions to transfer development rights.
