One retail outlet selling marijuana and marijuana-infused products will be allowed to be licensed within the city limits of Mountlake Terrace under guidelines released Wednesday by the Washington State Liquor Control Board (WSLCB).

The board announced that 334 retail outlets will be allowed statewide, 35 within Snohomish County. The cities of Edmonds and Lynnwood will be allowed two retail outlets each, with 16 outlets available to be established “at large” in smaller jurisdictions and unincorporated areas of Snohomish County.

Voter-approved Initiative 502 calls for the WSLCB to identify the number and allocation of retail marijuana stores in the state using methodology from the population totals, the Office of Financial Management, and adult marijuana consumption data. The initiative also calls for the WSLCB to cap the number of retail outlets allowed per county.

The allocation figures were part of a wide range of proposed supplemental rules released by the WSLCB on Wednesday, including rules concerning public safety, consumer safety, production and marketing limits by growers and retailers, and changes in some definition of terms.

The WSLCB has now set Nov. 18 as the first day applications for licenses to be accepted to sell marijuana and marijuana-infused products in a retail establishment. It is unknown if anyone is interested in applying for a license in Mountlake Terrace to sell marijuana in a state-license retail outlet, or if there will be any suitable location within the Mountlake Terrace city limits for such an operation after all regulatory buffer laws are considered.
